Role Overview
As a QHSE Manager, you will play a pivotal leadership role driving quality, health, safety, and environmental standards across our growing operations. Based at our Head Office in Dubai, you'll work in an ONSITE environment, collaborating closely with teams to develop, implement, and monitor robust QHSE frameworks. This is an opportunity to make a direct impact on organizational performance, safety culture, and compliance across multiple regions.
Responsibilities
- Develop, implement, and maintain Group QHSE policies, procedures, manuals, and standards.
- Govern and standardize QHSE operational systems across all regions, including Permit-to-Work (PTW), RAMS / MSRA, incident reporting, and auditing processes.
- Ensure compliance with local regulatory requirements, international standards, and client QHSE obligations.
- Conduct QHSE audits, site inspections, and thorough compliance reviews.
- Track, trend, and analyze incidents, near misses, unsafe acts, and manage corrective/preventive actions (CAPA).
- Lead and oversee incident investigations, root cause analysis, and ensure robust implementation of CAPA.
- Support and coordinate ISO, client, and regulatory audits, including evidence gathering and closure of findings.
- Maintain QHSE registers such as risk, incident, legal compliance, and audit trackers.
- Provide QHSE insights for operational risk assessments, change management, and site activities.
- Support QHSE readiness during site takeovers, mobilizations, and transitions.
- Lead and deliver QHSE awareness, training, and competency development programs.
- Drive a proactive safety culture, promoting continuous improvement and compliance.
- Escalate critical QHSE risks, trends, and instances of non-compliance to senior management.
Must have requirements
- Bachelor’s degree in Electrical or Mechanical Engineering, or equivalent discipline.
- Professional QHSE certifications (e.g., NEBOSH IGC/International Diploma, IOSH, ISO Lead Auditor (9001/14001/45001), OSHA, or equivalents).
- Minimum of 7–10 years in QHSE management roles, preferably in data centers, critical facilities, infrastructure, or industrial environments.
- Proven experience managing multi-country QHSE frameworks, audits, incident investigations, and compliance activities.
- In-depth knowledge of QHSE management systems and regulatory requirements (ISO 9001/14001/45001).
- Expertise in Permit-to-Work (PTW), safe systems of work, and risk assessment (RAMS/MSRA development).
- Strong abilities in incident reporting, investigation, root cause analysis, and CAPA management.
- Proficiency in audit methodologies, compliance assurance, and hazard control techniques.
- Experience supporting operational risk assessments, change management, and site transitions.
- Capability to drive QHSE culture, competency frameworks, and deliver engaging training initiatives.
- Strong QHSE performance reporting, KPI analysis, and best-practice application in operational settings.
Nice to have requirements
- Expertise in standardizing PTW systems, RAMS/MSRA templates, and incident management workflows across multiple geographies.
- Demonstrated experience leading site takeovers, mobilizations, and operational transitions with a focus on QHSE readiness.
- Proven success in driving continuous improvement and embedding a best-in-class safety culture.
- Experience developing and delivering QHSE training through in-house academies or structured programs.
- Knowledge of digital QHSE tools for registers, tracking, and analytics is an advantage.
